Decree of the President of the Russian Federation on the Establishment of the Russkiy Mir Foundation

In order to promote the Russian language, which is Russia's national heritage and a significant aspect of Russia and world culture, and to support Russian language teaching programs abroad, I hereby resolve:

1. To consider the establishment of the Russkiy Mir Foundation (hereinafter the “Foundation”) purposeful.

2. To establish the following:

The founders of the Foundation, on behalf of the Russian Federation, are the Ministry of Foreign Affairs of the Russian Federation and the Ministry of Education and Science of the Russian Federation;
The Foundation’s assets may be composed of federal budget funds and voluntary contributions and other sources in accordance with the legislation of the Russian Federation.

3. The founders of the Foundation shall approve regulations which will contain the following:

Operational management of the Foundation shall be exercised by a Management Board, whose members are appointed by the President of the Russian Federation;
The Management Board shall be presided over by an Executive Director, who is appointed by the President of the Russian Federation;
The Board of Trustees shall supervise the Foundation's activities; oversee the decisions of the Foundation's members and ensure their implementation; and use of the Foundation's funds in compliance with the current legislation of the Russian Federation. The chairman and members of the Board of Trustees are appointed by the President of the Russian Federation.

4. To approve the attached:

Composition of the Management Board of the Russkiy Mir Foundation;
Composition of the Board of Trustees of the Russkiy Mir Foundation.

5. The Government of the Russian Federation shall:

Define which federal assets are to be given to the Foundation by its founders and transfer those assets to the Foundation;
Locate the Foundation in Moscow;
During 2007-2010, direct federal budget funds to the Foundation for its activities.

6. This Decree goes into effect the day it is signed.
